4-room BTO renovation checklist (2026)

A 4-room BTO renovation checklist works best in a fixed order: report defects inside HDB’s window, confirm permit and Directory of Renovation Contractors rules (including wet-area finishes age), shortlist Directory and CaseTrust firms using public registries, compare written quotes side by side, then lock the timeline to your key window.

This week-by-week order is KeyKaki’s suggested sequence, not an HDB-authored checklist order. HDB’s moving-in checklist lists items (utilities, renovation guidelines, fire insurance, rectification for a new flat, and others) without prescribing KeyKaki’s full renovation-to-movers sequence.

Registry counts on KeyKaki’s vendor list (checked 21 Oct 2026; CaseTrust list valid 21 Oct 2026): 186 firms with an HDB Directory of Renovation Contractors reference; 146 CaseTrust-accredited.

Before keys

Before keys, shortlist registry-checked contractors, collect written quotes, and learn the permit and wet-area rules that will apply after keys — without paying large deposits blindly.

First month after key collection

Prioritise the defect report within 1 month of key collection and before renovation works begin (HDB Rectification of Defects in New Flats, checked 4 Nov 2026). Open a utilities account with SP Services if you still need a renovation permit. Then sequence permitted works with a Directory of Renovation Contractors firm.

Key-window context (key-collection dataset, checked 20 Oct 2026): 3,063 stated units across Lakeside View, Keat Hong Grange, Kent Heights, and Woodlands South Plains; Garden Waterfront I @ Tengah unit count not confirmed.

Registry checks before you pay a deposit

Before a deposit:

  1. ACRA live status
  2. HDB Directory of Renovation Contractors listing for HDB flat works
  3. CaseTrust type and expiry if you want scheme protections (20% initial deposit cap, bond, 12-month warranty — CASE page checked 4 Nov 2026)
  4. Any BCA workhead or grade only as “on our snapshot” — re-check the official BCA list

KeyKaki counts: 186 with an HDB directory reference; 146 CaseTrust-accredited including 4 Gold; 4 CaseTrust accreditations expire Nov–Dec 2026 on our file.
